Laggers.... What can we do about them?

Now most people who have talked with me know about who I'm talking about but I think this matter needs more attention since this server is becoming a lagger's den. So I've been to other DM servers and they mostly put restrictions on lagy players because at some point, their lag gives them a fucking immortality. So I just wanna know if there's a special way to kill them or if restrictions should be made because this is starting to look ridiculous.....

Normal network lag is NOT a problem. It's gets harder for the lagger to hit and it gets harder for you to hit = fair. Only nub servers have ping kickers and ban player that lag.

I'm not so sure about that when I see some players on this server, the lag makes them harder (probably even impossible) to hit and yet they can still hit us like as if there were no lag at all.
