Some ideas only:
1st An respawn msg if all cars will be respawned like "All cars will be respawned in 10 sec"
2nd For a long time i asked something like , when will the server get Gang Zones? Or will this come with a big update later?
3rd Will we get Neon on our parked/tuned cars soon ?
4th Money lottery. Means You can buy a lotto number on the banks to win 1.000.000$
5th Reducing spawnweapon ammo on some guns. (e.g. Sawn-off) instead of +100 bullets only 66 bullets
6th Carhouse. Adding special Cars into it to get bought like a car what doesn't exit on our Server (e.g. Comet, Blade)
7th Buy your own color on the server (long time, maybe roban changed his meaning about it :b)
8th Adding some Language Packs (e.g. Sweden because ENG/SWE)
Please say which suggestion sucks and which is a little bit good :)

1. No. There is no point of it. You can't stop it from respawning anyway so you doesn't need an notice about it-
2. No. I think there will not be any more updates to the server. Not in an long time anyway.. Also if I update I have over 50 things on my what to do list with doesn't have gang zoone thing on it. Most of the things on the list takes 20h+ to do so yeah...
3. Soon.. Noo way. It's on the what to do list anyway.
4. Noo noo noo there are already to much money on the server.
5. Hmm no sawn off takes a lot of ammo. And this is sa-mp you miss 99% of your bullets..
6. not on my what to do list so just say it's not going to happen.
7. No.
8. There is 1800 texts on the server... I haven't even got time to fix the shitty English on the existing ones so...no. But it's an good idea.. It's just that I doesn't got time for the server.
